SENATE CONCURRENT RESOLUTION NO. 7

Anderson, McCabe, Wooton, Mitchell, Fanning, Love, Bailey,
Chafin, Craigo, Jackson, Edgell, Kessler, Redd, Sprouse,
Hunter, Rowe, Deem, Ross, Sharpe, Facemyer, Minard, Oliverio,
Boley, Prezioso, Minear, Helmick, Plymale,
Burnette, McKenzie and Caldwell)
Requesting the Development Office examine funding possibilities for
the construction of a new airport terminal-administration
building at the Eastern West Virginia Regional Airport.

Whereas, Since the devastating events of September 11, 2001,
and the subsequent actions of the Federal Aviation Administration,
the Eastern West Virginia Regional Airport has been elevated to
reliever status by the Federal Aviation Administration for the
Washington, D. C.-Baltimore, Maryland, area; and

Whereas, The elevation of the Eastern West Virginia Regional
Airport to reliever status by the Federal Aviation Administration
makes the facility eligible for additional types of funding,
including limited funding for new construction of an airport
terminal-administration building to replace the small, antiquated
60-year-old office structure that is currently being used; and

Whereas, The Federal Aviation Administration has committed
$160,000 for terminal design and environmental review and $200,000
for construction; and

Whereas, The Eastern West Virginia Regional Airport Authority
estimates that an adequate terminal-administration building which
would accommodate current and projected growth in activities would
cost approximately $1.2 million; and

Whereas, Additional funding, in the amount of $640,000, is
needed to fully fund the project at the Eastern West Virginia
Regional Airport; and

Whereas, The City of Martinsburg and the Berkeley County
Commission have committed nearly $2.5 million to the facility in
the past 15 years for numerous small projects and local matches for
Federal Aviation Administration grants; and

Whereas, The construction of a new terminal will be attractive
to regional commercial air traffic from interstate and intrastate
routes; therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Development Office
examine funding possibilities for the construction of a new airport
terminal-administration building at the Eastern West Virginia
Regional Airport; and, be it

Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the Director of
the Development Office and the Governor of West Virginia.
